In order to "respec" in Starfield, you'll need to use console commands. This isn't truly "respec-ing" in the traditional sense, as you'll need to use commands to add a point to your desired skill, then another command to remove it from an existing skill. It's a little roundabout, but it'll get the job done!

To start, open the Console. By default, you can do this by pressing the grave key (`).
