You'll need a book to obtain the coordinates to each of Starfield's Earth landmarks, and the St. Louis Arch is no exception. This one's a bit more difficult to obtain than most, however. First, set course for Neon. We need to find Benjamin Bayu, a character who factors into several quests; there's a good chance you've already met the guy.
Swing by the VIP area in the Astral Lounge. There's a great chance he'll be there. Starfield's NPCs do like to wander, though - as is Bethesda tradition - so you can either look around for Benjamin if he's not there, or kill some time with the wait function until he appears. We suggest the latter.

Steal the Penthouse Key from Benjamin as soon as you're able. If there's another, more civil, way to acquire this from him, we've not yet found it. And by the looks of it, nor has anyone else. Do let us know if you find something!

Now set course for Earth, of course, and land at the new St. Louis landmark. You can simply follow the scanner's tracker straight to the St. Louis Snow Globe so long as you have this specific activity set. But don't just grab the loot and run. Take a moment to give the ol' Arch some respect. How did it survive what befell our world? Who knows, but hey, we're glad it did.
