Here's the easy part: set a course for Akila City in the Cheyenne System. Truth be told, you'll probably want to do that very early, anyway. It's a low-level system, meaning you can handle the bad guys here with relative ease. Plus, the main quest will send you here a few missions in, at which point you'll be properly introduced to Sam Coe.
Speaking of bad guys, waltz on in, and you'll run into a bank robbery in progress. Thankfully for the local Marshall - who happens to be the leader of the Freestar Rangers faction! - the robbers aren't very good at this. Offer to help, and handle things however you'd like, but know that the Freestar Rangers prefer diplomacy to violence. A good way to ingratiate yourself with the Marshall right here and now is to persuade the criminals to stand down.

Now for the rest of your quest to get Starfield's nifty Star Eagle ship. It's a remarkably straightforward thing, but quite time-consuming as well. In order to receive the Star Eagle, you must complete the entire Freestar Rangers faction storyline, including 'The Hammer Falls'.
We note that last one because, as the climax, it'll involve more than a bit of grit on your part, not to mention a big decision. We'd rather not spoil, but don't worry - you get the ship no matter your choice.
That's all it takes to get the Star Eagle! Like anything in the Freestar Collective, it comes down to your own blood, sweat, and tears. We don't think you'll necessarily be experiencing any of that yourself, but surely your character will.
