Like with the normal marriage candidates in the game, you will need to see Raeger's heart events in order to marry him. You will be able to see these events by filling up his friendship meter; this ca﷽n be done by earning points by talking with and gifting🃏 items to Raeger. You can easily check your heart level at any point by going into the games menu.
