He is known to cause problems among other Shadaloo members, and has even made attempts to assassinate Bison himself, only being forgiven because of the potential M. Bison sees in him.
F.A.N.G. i🦋s in control of one of Shadaloo’s most vile jobs, raising the dolls. These dolls are kidnapped as children and are later indo🌞ctrinated into serving the organization, most often as assassins. He also is in charge of Operation C.H.A.I.N.S., a procedure that will make Bison’s psycho powers even more deadly. While he only has one appearance, he is one of Street Fighter’s most evil villains.
6 Decapre
One of the many dolls of Shadaloo, ⛦Decapre was designed to have complete dedication to serving Shadaloo. While some of the dolls like Cammy regain their humanity over time, Decapre remains very mechani🍨stic. She obeys others without thought, doesn’t speak like a human, and behaves very violently around her targets.
Once she is captured by Juri and freed from Shadaloo, she begins to recall flashbacks of her life prior to being enslaved by Shadaloo and grows furious as a result. She becomes very hostile to many characters, such as Cammy and Seth, swearing to kill both of them. Eventu🧸ally she finds herself back 💎in the control of M. Bison, and she is forced back into stasis. While this does put an end to her suffering, it gives Decapre a very bitter ending, making for one of the most tragic characters in the series.
5 Cammy
This may come as a surprise to many readers. These days Cammy is known as one of Street Fighter’s most heroic characters, and one who has a strong hatred for M. Bison, Shadaloo’s leader. However, it wasn’t always like this. In Street Fighter Alpha 3, Cammy’s earliest appearance in terms of the lore,✃ she is working alongside Bison as one of his many dolls as an assassin for Shadaloo.
At the end of Cammy’s story in Alpha 3, she has an encounter with Vega, who tells her about her existence as an “experiment”, as well as telling her that she is no longer needeꦰd. After these events, she begins working with Delta Red to put an end to Shadaloo. Needless to say, Cammy has a very troubled past, as each future game con🦩tains themes of her learning to live with it, helping those in her situation, and fighting the forces of Shadaloo. She is a staple of the series and while she is certainly no longer a villain, Shadaloo shaped a big part of her character.
4 Sagat

Bison approached Sagat with the promise of providing him a rematch with Ryu, as well as promising him an edge in battle. Sagat agreed and became one o🎐f M. The egotistic, beauty-obsessed fighter is one of Shadaloo’s most iconic fighters. Ever♉ since his mother was murdered by his birth father, Vega took an interest in removing ugliness from the wor❀ld, and his first step towards this goal was avenging his mother by killing his father. Following these events, he joined Shadaloo to further progress this desire of his.
Vega was brought into Shadaloo as an assassin who worked with the dolls, particularly with Cammy. Eventually, Cammy abandoned Shadaloo, and M. Bison ordered Vega to bring her back in. Eventually, when Vega was given the opportunity to kill Cammy and the other dolls, he chose not to, as he admired their beauty and couldn't bring himself to strike them down. Vega has left Shadaloo and returned various times throughout Street Fighter, most often coming back when he sees an opportunity to eradicate ugliness from the world.
2 Balrog
The hot-headed, dishonest boxer of Street Fighter is one of Street Fighter’s most popular villains. While Balrog works with Shadaloo, he doesn’t seem to get along well with many people, even his allies. He is known to dislike Vega and F.A.N.G., and only maintains a positive relationship with M. Bi🤡son for his financial gain.
Initially a low-ranking member of Shadaloo, over time he worked his way all the way to the top, even taking M. Bison’s position as the leader when he was defeated. A common theme in Balrog’s role at Shadaloo is his obsession with wealth. While he doesn’t al𒊎ways like the conditions he is put under, he is very easil♛y ordered around by M. Bison due to the money he is promised, meaning he keeps coming back to Shadaloo for more. He very infrequently values the feelings of others, and is always willing to scrap with others, making him a perfect fit for the organization.
