Recommended Level And Equipment For Pahn
First of all, make sure to head over to Teien and sharpen Pahn's claws to level 12, which is the highest sharpness you'll be able to reach at this point in the game. Now, equip him with the Ninja Garb, Headgear, and two Guard Rings. You can purchase all of those from the armory in Antei.
Finally, Pahn should be above level 30. Minimum. The closer you get to 35, the better. You'll still take more damage from his attacks than he will from you at that level, but it will be close to enough for you to make up the difference by successfully defending against his Special attacks.
