With outright violence out of the question, you will need to infiltrate a Hold's Keep, navigate your way past guards and find a specific item that would give you enough leverage over the Steward to make them spill the beans.
Starting Compelling Tribute
This quest starts when you are working to capture The Rift or The Reach, depending on which side you are on. Your commander will explain that you need to break into the Hold's Keep to blackmail the local Steward. The blackmail material will be hidden in the Steward's quarters, forcing you to slip past patrolling guards.
You will be able to freely enter the restricted areas if you are Thane of that Hold.
Once blackmailed, the Steward will tell you about a wagon full of loot that you can intercept and capture. In doing so, you gain the opportunity to overpower a nearby Fort, capturing the Hold for your side.
Intercepting The Wagon
Your commander had convienetly sent a team along the wagon's route and asks you to link up with them. Follow the quest marker to find them by the road. You will meet either Hadvar or Ralof who will suggest a plan that has you sneak up to the wagon, stealthily eliminating enemy soldiers a🌊s you approach.
The backup provided by your allies will make the quest much easier.🌸 They will act as soon as combat starts,🔯 making them reliable.
Following his plan is safer thanks to the men backing you up. However, you can opt to ignore the plan and go in without sneaking. This will alert all the guards buꦿt may suit you better.
After dispatching all the guards, you will be able to pick the lock on the carriage, allowing you to loot the cargo, if you need the gold.
Compelling Tribute For Imperials
This quest starts when you need to bring Riften under Imperial Control. After reporting to Legate Rikke at the Rift Imperial Camp, you are sent to Mistveil Keep in Riften to find blackmail material for Anuriel.
Finding The Evidence At Mistveil Keep
The evidence, Incriminating Letter, is found in Anuriel's room, inside the Keep behind the Jarl's throne. It is through a fairly narrow hallway that lacks any hiding spaces. However, you will be able to slip inside if you time your entry well to avoid the Guard patrols.
Mistiming your infiltration will not have any significant consequences, so long as you quickly leave.
Confronting Anuriel with the Letter will have her reveal that there is a wagon of gold coins heading for Windhelm. An easy persuasion check will net you a personal bribe as well.
Sharing this information with Legate Rikke will have her send you to join a scouting team that's already patrolling the area. You will meet Hadvar, now a commander in the Legion, with the scouts.
The Battle For Fort Greenwall
The final step before capturing the Hold is to take Fort Greenwall from the Stormcloaks. The Imperial forces will be waiting for you at the south-east of the fort. You can attack from the other side to start a two-pronged assault. Fight the Stormcloaks until you deplete their numbers and capture the Fort.
Compelling Tribute For Stormcloaks
You will get this quest when reporting to Galmar Stone-Fist when liberating the Reach from Imperial rule. Galmar explains that you need to sway Raerek, Steward of the region, to the Stormcloaks' side. With the rumor that the man worships Talos, an act outlawed in Skyrim, you need to find dirt on him and blackmail him.
Finding The Evidence At the Understone Keep
You will have a quest marker pointing right at the cupboard hiding the evidence. It is locked behind an adept-level door and is almost always guarded. You will need a high sneak skill and good lockpicking skills to break into the room.
If you are struggling to get into the room, Raerek will open the door when he sleeps there for the night, giving you an opportunity to break in. Take Raerek's Inscribed Amulet of Talos from the cupboard. With the Amulet in your inventory, you will be able to blackmail him.
If you are really struggling, you can rush into the room and steal the amulet. If no one sees you take the amulet, they will merely demand that you leave. You will be able to confront Raerek later.
Raerek will tell you about a wagon filled with Silver and weapons heading to Solitude. You can also attempt to persuade him to give you a personal bribe as well. With this information in hand, you can return to Galmar. He will send you to meet a team of scouts before you capture the wagon
The Battle For Fort Sungard
With the Imperial presence weakened, Galmar orders you to take on Fort Sungard to claim the region for the Stormcloak rebellion. There are no special requirements to claim the fort.
