Your plan to trap a dragon in Dragonsreach is brought to a halt when the resident Jarl refuses to allow his keep to be used while there is a civil war on. It's an understandable request given that trapping dragons brings significant security risks to the Hold.

Using the Graybeards' authority, you bring leaders from each side to the negotiating table. There is no diplomacy skill tree, and there will be consequences for these decisions.
Starting Season Unending
This quest starts during The Fallen if the Civil War is still ongoing. The Jarl of Whiterun will not allow you to use Dragonsreach's ancient mechanisms to trap the dragon if there is the risk of the opposing faction attacking while his m💧en are occupied.
He suggests asking the Graybeards for help. Though it takes some persuading, they will allow you to host ceasefire talks at High Hrothgar. After convincing General Tullius and Ulfric Stormcloak to attend, either thr🌳ough charisma or with some arguing, the two sides meet at the monastery.
Negotiating With The Factions
This quest is entirely dialogue-based, with each faction demanding concessions from the other. The decision to settle each one will fall to you over the course of three disputes. While no faction would leave the table, the decisions you make here will affect the Civil War.
The exact contents of the discussion depend on which side you have chosen to fight for, if at all. Neutral players have the same experience as Imperial ones. 🦹Where re♑levant, this guide will be written in generic terms.
Elenwen
The first dispute comes from Ulfric before he even takes a seat. Seeing the Thalmor Embassador, Elenwen, present, he demands that the High Elf leave the conference. Tullius will refuse, pointing out that Ulfric has no right to choose who can attend. Given that the nation she represents forced the treaty that led to the Civil War, Ulfric will not back down on it. You will decide if she stays or goes.

The talks will continue regardless of your decision.
Trading Cities
With the negotiations underway and representatives posturing, the next stage will have the opposing faction demand a walled City. You will not be able to prevent them from claiming it. However, you can decide how much your side gets.

If any side feels that they have been cheated, they will threaten to walk out. Esbern will make a speech reminding the par🅺ticipants that the fate of the 🃏world is on the line, starting the next phase.
Making Consessions
In this final stage, the dissatisfied side will demand compensation for a massacre or demand ownership of a minor hold to be satisfied. You can repeatedly refuse until they give up, or you can appease them. Wit♛h everything settled, a peace treaty will be signed.
Consequences For Season Unending
Whatever trades were made during the quest will need to be resolved when the Civil War resumes. The conflict will not continue until the main quest is resolved. The Blades will also approach you to start the quest Paarthurnax.
