Starting The Heart Of Dibella
You will need to infiltrate the Inner Sanctum in Markarth's Temple of Dibella to start the quest, which is not something you would do under normal circumstances. As soon as you set foot within the temple, you would be told that the priestesses are occupied with a ritual and that they are not to be disturbed.
Accepting a quest from Degaine, unlocked by talking about the beggar with Kleppr at the Silver-Blood Inn will have you conducting this infiltration. Degaine will ask you to steal a Statue of Dibella from the Inner Sanctum, setting ꦡyou on the path to starting this quest.
You will need to pick the lock to the Inner Sanctum at the door opposite the entrance and walk in. Senna, the head priestess, will stop you if you are detected. She is furious that you have intruded on their ritual and gives you a choice; help the Temple or get executed. You must agree to help the Temple to continue the quest.
Resisting the priestesses will lead to a fight. They are weak fighters that will not pose a threat and must be killed. You cannot continue the quest if they are dead.
Finding The Sybil
Senna explains that the Temple needs a new Sybil. Their ritual has found a new one in Karthwasten, a small town to the northeast. You will need to bring her back so that she can be inducted into the order.
You will need to ask around town to find clues about the girl. Any of the residents at the town will tell you that the only person matching your description was recently kidnaped by the Forsworn. They direct you to her father, Enmon, where you learn more.
There are two options for gaining Enmon's help. You could introduce yourself as a concerned bystander or tell him that his daughter is the new Sybil. Both options will have him assist you though he will ask to accompany you in the latter.
Enmon can die if he accompanies you. It may be best to ask him to remain at Karthwasten instead of allowing him to follow you.
Rescuing Fjotra
The Forsworn have brought her to Broken Tower Redoubt, where she is has been imprisoned. You will need to fight her captors throughout the dungeon before you can reach her🔯.
Inside the Redoubt, you must head up the stairs to the second floor and circle westward to reach the route up to Fjotra. You will need to defeat a Briarheart to free her. With the Sybil rescued, you need to bring her to the Temple of Dibella.
Though not necessary, you can bring Fjotra to her father to let them say goodbye to each other.
At the Temple, report your success to Senna. She will forgive your transgressions and will allow you to receive a blessing from Dibella, ending the quest.
This blessing, Agent of Dibella, allows you to deal more damage to the opposite sex.
