As is perhaps obvious from his nickname, Phillip Str💖enger aka the Bloody Baron is not an entirely good person. With a reputation for alcoholism, harming his wife, and causing the miscarriage of his stillborn daughter, he's definitely not the most sympathetic figure.
The only reason 👍the Bloody Baron doesn't appear higher on this list is due to the remorse and regret he shows at times as his story unfolds. While this certainly doesn't redeem the character for his terrible deeds, it does lead to a deeper unde🌊rstanding of him and his motivations.

Caleb Menge is a notorious witc꧂h hunter leading the effort to exterminate a💖ll traces of the magical and the unnatural in the city of Novigrad. He bears an irrational hatred for all things beyond the ordinary, to the point where he even condemns and burns peaceful creatures such as dopplers.
Menge's story comes to a head when Geralt and Triss trick their way past his guards in order to gain information on where they're holding Dandelion the bard. This eve✨ntually ends with Menge's death at either Geralt's or Triss's han🔯ds.
7 Emperor Emhyr Var Emreis 𝓀
As the leader of the Nilfgaardian Empire, Emhyr var Emreis is responsible for all the at💧roc🐽ities it commits over the course of its many wars of conquest. He seems to see these horrors as merely a means to an end - the unification of the world under Nilfgaardian rule.
Emhyr's cruelty is not as obvious as others', but it is still an integral part of his character. Hiꦫs carefully maintain distance allows him to cultivate a detached air regarding his orders, but that doesn't change the ugly truth of his actions.
6 Sigismund Dijkstra 💞
For most of the game, Sigismund Dijkstr🐲a is more of a reluctant ally than an outright villain. Sure, he runs a criminal empire, manipulates Geralt on several occasions, and generally untrustworthy, but he also provides information that helps locate Ciri.
This shifts at the end of his questline, where after conspiring to 🐈kill the king of Redania and negotiate peace with Nilfgaard, he betrays his allies - Geralt's friends - and plots to take control of a new Redania himself. The speed with which he discards his former comrade♉s is frightening, and betrays his complete lack of empathy.
5 Olg🍎ierd Von Everec
Olgierd von Everec is effectively the main character of the Hearts of Stone DLC, and he certainly lives up to the name of 🎉the expansion. His actions are callous, cruel, and disregard human life on numerous occasions.
We're introduced to Olgierd when he asks us to kill a giant toad - which turns out t🧸o be an Ofiri prince that he himself cursed, a fact he neglects to mention. He continues to withhold information of this nature throughout the story, whether it's about the tasks he asks Geralt to complete, or regarding his own sordid history.
4 Bܫirnaꦅ Bran
As the widow of the late High King Bran of Skellige, tradition demanded that Birna be burned alongside him on his pyre. Understandably, she dislike💖d that idea and refused to comply. Less understandably, she then conspired to disrupt the democratic process forꦚ selecting the next High King in order to institute an authoritarian monarchy.
Following the questline for Skellige's succession sees Birna attempting to manipulate events to install her own son, Svanrige, on the throne. Her intention was to establish a hereditary precedent, and secure ᩚᩚᩚᩚᩚᩚᩚᩚᩚ𒀱ᩚᩚᩚher own place of power beside her son.
3 Avallac'h
Avallac'h i✅s an elven sage who is one of the few characters on the list that is not an outright antagonist 𝓀in the game. He appears to aid Ciri and Geralt in their quest, but his help is not what it appears at first.
Later on in the game, Ciri, Geralt, and Yennefer investigate Avallac'h's personal laboratory. Here, they find evidence of his experimentation with🍨 the Elder Blood - Ciri's herit๊age. It becomes apparent that Avallac'h was responsible for creating the Wild Hunt and his only concern regarding Ciri is her power - nothing else.

King Radovid V of Redania is a tricky character. On the one hand, he's a madman who obsessively hunts down mages and is personally responsible for cruelly disfiguring his oꦚld tutor. On the other, if not for his military leadership, the North would have been overrun by Nilfgaard long ago.
Despite his tactical genius, Radovid remains a violent man who cares little for the concerns of others. He is quick to anger and quick to turn on his allies once he no longer trusts them 𝄹or they have outlived their usefulness.
