How To Begin 'Reason Of State'
The quest only appears in the third act of the game, which is everything after the Battle of Kaer Morhen. For it to trigger, you need to do the following things:
- Finish Triss' questline, ending with 'Now or Never'.
- Complete the other quests in this questline ('A Deadly Plot, An Eye for an Eye, and Redania's Most Wanted').
- During 'Blindingly Obvious', bribe Dijkstra with information about Emperor Emhyr instead of attacking him.

Getting Things Started
To begin the quest, you need to meet your allies at a warehouse in the southwest part of Novigrad, around the docks. Once you get there, you need to knock on the door to be let in, then head upstairs to meet everyone.

It's easier than usual to get behind them, too, because you've got several allies to use as a distraction. Once you get to the end of the street, Phillipa comes face-to-face with Radovid.
Quest-Ending Choice

Not much happens in the immediate aftermath when choosing this dialog option. Geralt fires an insult towards Dijkstra and leaves the area. The quest then comes to a close, and w🦩hile you don't see it, Roche, Ves, and Thaleඣr die.
Ramifications On The Game's Ending
The events of the quest, particularly your choice at the end, heavily impact the war betꦦween Redania and Nilfgaard. Here is how💧 things play out:
- If Dijkstra Dies: Emperor Emhyr conquers the North without either Radovid and Dijkstra being there to stop him. Yet, he honors his deal with Roche and Thaler, meaning he restores the lands of Temeria.
- If Dijkstra Lives: Redania defeats Nilfgaard under Dijkstra's leadership. Following the victory, he takes inspiration from Nilfgaard and focuses on settlement and industrialization. It's a move that many of his subjects don't like.
