Jet is likely from Avatar - he's the kid with two swords and a twig in his mouth. Meanwhile, there's some confusion around "Teenage Mutant Ninja Turtles" given that two of them have been added separately while the same data-mine hints at more coming. They aren't one character like they were in Injustice 2.
However, some of the characters in this leaked roster represent series that have yet to be added such as Jimmy from Jimmy Neutron, Jenny from My Life as a Teenage Robot, and Rocko from Rockos' Modern Life.
The community manager did state that the voice lines are "covering bases and not be-all-end-all confirmations," however, so a lot of these are likely placeholders for potential characters, not indications of who will be added.
