Not only would Walmart customers with supposedly canceled pre-orders either have been issued a refund or been in the process of getting one, but they should have also been given a $25 voucher to spend in store to make up for the inconvenience. The only insight into the cancelations given was that it was by order of Nintendo and that the game would still be available in Walmart stores starting on release day. As for why pre-orders are being shipped regardless, that hasn't been explained. Either Nintendo ch♓anged its mind, some pre-orders weren't canceled on Walmart's end, or Walmart has actively decided to ship them regardless.
